Small Reflection on the concept of Implicit in Information Systems

Abstract:The aim of this paper is to provide a reflection on the notion of implicit in Information Systems with a particular focus on those systems which aim to enhance knowledge circulation within an organization. My reflection is based on a case concerning a prototyped Information System which was experimented in several pilot sites in Europe within a European Project in 2005. I will draw on the work of the linguist and
philosopher Paul Grice and I will show how the concept of implicit can help to disclose problems of coordination, communication and shared understanding which can emerge as an effect of the installation of a new information system in a public organization. I will first introduce both the system and the pilot site. Then, the concept of Implicit will be depicted and used in order to analyze a small but radical difference in the practice of knowledge validation before and after the new Information System’s installation. New focuses of attention for both practitioners and researchers will be discussed at the end.
